Perverted logic of the neo-liberal policies as revealed in the draft food security bill and the budgetary provisions
According to the National Advisory Committee headed by Sonia Gandhi, it costs Rs 88,000 crores per year to provide 35 kg food grains per family per month to all families in India whether they are above or below poverty line. It also held that the desirable goal is to provide this food security to all universally.
But it is not recommending this. In the name of financial constraints, it proposed in the draft food security bill that 0nly 46% of the rural population and 28% of the urban population has to be provided with 35 kg per family per month at the rate of Rs 3/- per kilo. But at present through the schemes of the State Governments, 56% of the population in the entire country are covered by subsidised food grains, mostly at the rate of Rs 2/- per kilo. This means the UPA Government wants to reduce the number of people for whom the food subsidy has to be made available. It is to be noted that as per the Arjun Sengupta Committee report, 77% of the population are living on Rs 20/- per day. This means the Government wants to deny food security to a large percentage of the poor people. It is making several exercises to deny food security to the poor people by stating that the poor are not poor, but they are rich. That is why the Planning Commission of India told that if your income is Rs 26/-per day in rural area or Rs 32/-per day in urban area, you are not poor. You are poor only when your income is less than this! Hence as per the UPA Government, the poor are really rich and hence require no subsidy.
On the other hand, the rich are really the poor, as per the UPA Government and hence they deserve all sympathy and consideration. In six years, from 2005-06 to 2011-12, the UPA Government had written off Corporate Income Tax worth Rs 3,74,937 crores. Of this the amount written off for the year 2011-12 was Rs 88,263 crores, at the rate of Rs 240 crore per day. Further, the total amount of Corporate tax, customs duty and excise written off by the UPA Government in favour of the Corporates and rich people during the years 2005-06 to 2011-12 was Rs 21,25,023 crores.
Thus as per the UPA Government the rich are the really poor and hence they need concession to the extent of more than 3 lakh crores every year and the poor are really rich and hence they do not deserve the concession of Rs 88000 crore towards food security. This is the “aam aadmi” policy of UPA Government. The BJP which now talks of Universal Food Security, did not implement it when it ruled the country. On the other hand, it exported millions of tonnes of food grains at very low price through private trade.
These policies helping the rich to loot the country and the people must be stopped and alternative policies taxing the rich adequately for the development of the country and providing relief to the people are required and all those who love the people and the country should fight for this.
