USA-Economics Students Revolted Against False Teaching on Economics


Harvard is the prestigious University in USA. Professor Mankiw is a famous professor of Economics there. He was the Chairman of the Council Of Economic Advisors during the second Bush Administration. Many Americans believe that his conservative ideology created the collapse of American economy and lead the country in the deep financial and economic crisis since 2007, although the capitalist system is having inbuilt feature of crisis.

On 2nd November 2011, students at Harvard University made history when they walked out from Professor N.Gregory Mankiw’s “Economics 10” course lecture. The students did so because they felt the lecture had a heavy neo liberal bias(Neo liberal economics means a contemporary form of economic liberalism that emphasizes the efficiency of private enterprise, free trade between nations and open markets to promote privatisation and globalisation. It seeks to maximize the role of the private sector in determining the political and economic priorities of the world).

Professor mankiw wrote two important text books on elementary economics education which are being taught in many universities around the world. The first one is “Economics: Principles and Applications” and the second one is “Macroeconomics”. In the controversial”Economics 10” course he taught the first one. Both books were written in a fashion that the ideology expressed in those books is the last word beyond which no other opinion can exist. American and European capitalism gave recognition to Mankiw’s brand of economics as the “mainstream” economics.

The so called “mainstream” economics is based on some crucial assumptions that the human beings are selfish and the ultimate success of the individual is the maximisation of utility and the maximization of profit. There is a myth that Adam and Eve fell from heaven on this earth and started human civilization after committing sin of swallowing the apple of knowledge. Mankiw would have led his students that some utterly selfish(neo-liberal) individuals, without any semblance of history, dropped from the sky one fine morning and initiated the capitalist market economy. Not only that; the human civilization is destined to to end up on in capitalism it self. In Mankiw’s book there is no mention of feudalism as the existing order of the society before capitalism.According to his book, there is no possibility of any logically next possible order of the society other than capitalism. He ridicules any such possibility of socialism by ridiculing the erstwhile socialist countries.

Karl Marx who dedicated his entire life for the scientific analysis of capitalism finds no mention in his text book. According to karl Marx all the previous social orders –primitive societies, slave societies, feudal societies and the present dominant capitalist societies are part of the pre-history of man. He described Capitalism as the last antagonistic mode of production where exploitation of man by man reaches the climax, and hence part of human pre-history, along with the previous exploitative orders of the society. Real human beings and real history will start after ending this last exploitative social order. But it is to be noted that not only karl marx, but also there is no mention of the famous economist David Ricardo among the classical economists in this book of Mankow. Also the famous economists and Nobel prize winners among the contemporary economists—Amartya Sen and Joseph Stiglitz also have no place in his book. It may be because they advocated intervention of the Government to increase demand and employment. The name of the famous economist John Meynord Keynes finds mention at only two places in the book. It is well known that capitalism could revive during the great depression from 1929-33 only by following the prescription of Keynes for state intervention to create demand and employment. But in the present stage of capitalism dominated by international finance capital, state intervention is opposed by the finance capital since finance capital is a functionless capital since its aim is to get quick profit in buying and selling financial assets or real assets, but not by increasing production. If state intervention is necessary, it means society can be run without the domination of the finance capital and hence finance capital opposes state intervention.

Therefore Mankiw chooses to shield himself behind Adam Smith and reiterates that every body is selfish in a market economy and there is no concern about society. Adam Smith told every body is selfish and will take care of himself and hence society will be wealthy if every body is given a free hand in the market economy. Keynes formulated his theory against this orthodoxy and showed that if every body expands their savings, through petty selfish acts, it would in effect reduce the over all income of the nation.

The students who walked out of his class gave a open letter to Professor Mankow. They told  that they enrolled in the Economics 10 course “ hoping to gain a broad and introductory economic theory that would assist us in our various intellectual pursuits and diverse disciplines, which range from Economics, to Government, to Environmental Sciences and Public Policy and beyond. Instead, we found a course that espouses a specific—and limited—view of economics that we believe perpetuates problematic and inefficient systems of economic inequality in our society today”. They told they were denied access to alternative approaches other than the “main stream neoliberal” approach. They further told, “ Harvard graduates play major roles in all the financial institutions and in shaping the public policy around the world. If Harvard fails to equip its students with a broad and critical understanding of economics, their actions are likely to harm the global financial system. The last five years of economic turmoil have been proof of enough of this.”

They further told, “ We are walking out today to join a Boston-wide march protesting the corporatization of higher education as part of the global Occupy movement. Since the biased nature of Economics 10 contributes to and symbolises the increasing economic inequality in America, we are walking out of your class today both to protest your inadequate discussion of basic economic theory and to lend our support to a movement that is changing American discourse on economic injustice. Professor Mankow, we ask that you take our concerns and our walk out seriously”.

The Occupy Wall Street movement is the movement in America that started in September 2011 against the domination of the 1% of the population in their country that have majority assets and political power, comprising Corporations and the pro-corporate politicians. Wall Street in New York symbolizes this 1%. The argument of the Occupy Wall Street movement is that the 99% of the population should occupy the majority of assets and political power. The Wall Street is the symbol of the collapse of finance capital that resulted in the crisis in America. This movement has spread to European countries also. It is still going on in America in various forms. It changed the discussion in contemporary America.

4G battle


Along with the 3G spectrum, auction took place for BWA (Broad band wireless access) spectrum (4G spectrum) in 2010. BSNL and Infotel  ( Subsequently acquired by  Reliance Industries Limited) got the BWA(4G) for all the circles. The American Company Qualcomm got it for 4 circles. Aircel, Airtel, Tikona and Augere companies got it for 2, 4, 4, and 1 circles respectively. For the BWA spectrum for all the circles BSNL and Infotel paid Rs 8000 crore each, to the Government.

Thus BSNL and Infotel got the 4G spectrum for all the circles. But BSNL faced a problem. It was allotted 2.6 GHz band while all others were allotted 2.3 GHz band. The band allotted to the BSNL is suitable for Wi-Max technology only and it requires more investment since costly equipment is needed for it. It gives less physical coverage.  But the  the band allotted for the private operators is  suitable for Wimax technology as well as the LTE (Long Term Evolution) platform which is the upcoming , highly  potential and competitive platform and it requires less investment. This LTE is the 4G spectrum.  The commitment of the Government to give extensive coverage of wireless broadband in rural areas will suffer since it will be more costly with this band of BWA spectrum allotted to BSNL. Thus the BWA spectrum band allotted to BSNL will be loss making in rural areas and cannot with stand the competition in the urban areas. This makes it difficult for BSNL to survive in the competition. BSNL wrote to DoT to surrender the BWA spectrum it got in all other circles except 4 circles and it was agreed in principle by DoT.

Now the RIL (Reliance Industries Limited) is planning to start 4G services using the BWA spectrum in the quality band allotted to it. It will provide high capacity wireless broadband 4 G services that will have a speed of 50-100 Mbps in testing, which is 3 times higher than the fastest 3G services. RIL will invest Rs 25,000 crore  in the first two years for rolling out  its 4G network through out the country. Its plan is to provide video services with high speed and dead cheap cost and to develop platform-neutral technology to stream high speed content (video and data) on your 4 screens-mobile, computer/tablet, TV and bill boards (Outdoor advertisement structures on traffic routes). The owner of the RIL is Mukesh Ambani and is talking with Rcom (Reliance Communications) owned by his brother Anil Ambani to see whether RIL can use the well established network of RCom to provide broadband services as well as to provide voice calls. RIL already got preferential access to all of the Network 18’s TV, Internet and digital content across all languages. It is also talking with other media and entertainment companies like UTVsoftware  (Walt Disney’s Indian venture)  for online gaming and entertainment content.  It acquired 38.5% in Extrmarks Education, a company focussed on school education and digital learning.  It is learnt that it is planning to bundle data services at about 10 paise per GB, which is one tenth of the current 3G prices. It is also learnt that it is planning to bundle this with entry level tablets(small hand held computer/mobile phone) powered by Google’s Android operating system that will cost Rs 3000-8000.

While RIL acquired BWA spectrum for giving 4G services all over India, Airtel, Vodafone,Qualcomm, Aircel, Tikona as said above got BWA (4G) spectrum for a few circles only and hence will not have pan India presence. For that matter, in case of 3G spectrum also, the Vodafone, Airtel and Idea do not have it in all the circles. Each of them has the 3G spectrum in some circles only. But they signed among themselves an illegal intracircle roaming so that each of them can provide 3G services all over India even in the circles where they do not have the 3G spectrum, by allowing the subscriber of the non-3G holding operator in the circle to roam on the 3G network of the partner having 3G spectrum in the concerned circle. Recently the DoT issued notice to them to terminate these illegal intra circle roaming agreements. They immediately filed a petition before TD SAT (Telecom Disputes Settlement and Appellate Tribunal) and got stay.

The Airtel, Vodafone and some other private operators have taken 4G (BWA) spectrum for some circles only on the assumption that they can provide the 4G services in other circles by similar intra circle roaming agreements. If the intra circle 3G roaming agreements resorted to by these private operators is held as illegal by the TD SAT finally, their 3G roaming agreements have to be terminated and they also cannot resort to such intra circle roaming agreements for 4G services.

Hence hectic pressure is there on the Government to allow spectrum sharing in the new telecom policy to be announced in a few months so that they can go for the intra circle roaming agreements after announcement of the new policy and provide the 3G/4G services throughout the country including in the circles where they do not have the 3G/4G spectrum. The draft new telecom policy proposed by the Communications Minister already agreed to allow spectrum sharing and trading.

Thus it is clear that there is a battle going on among the telecom services companies on the issue of 4G spectrum also pending the finalisation of the new telecom policy. While the Goveernment has damaged BSNL by allotting poor quality BWA spectrum that compelled it to propose for surrendering it, it allotted quality BWA spectrum to the private operators. But among thee private operators, the RIL purchased the BWA spectrum for all the circles where as other private operators took it for some circles only on the assumption that they can provide 4G services in all the circles by the intra circle roaming agreements. Therefore now thae battle going on the issue of 4G spectrum is:

a)     BSNL surrenders its BWA spectrum in all circles except 4, and hence not going to start the services in all other circles except the said 4 circles. It is looking for early refunding of the amount paid by it for the BWA spectrum.

b)    RIL has purchased the BWA (4G) spectrum for all the circles by paying Rs 8000 crores and going ahead with its plans to rollout its net work and start giving the 4G services by the end of this year.


c)     Airtel, Vodafone etc are struggling to see that their intra circle roaming agreements are not cancelled so that they can extend 4G services all over the country even in the circles where they do not have the 4G spectrum.

d)    Government, as the well wisher of the private operators, has already announced spectrum sharing in its draft new telecom policy and intending to allow it in the new policy to be finalized in a few months, so that, atleast from the date after the announcement of the new policy, the private operators who have not taken 3G/4G spectrum for all the circles will be allowed to provide 3G/4G services by sharing the 3G/4G spectrum of the other operatos who are having the spectrum in the concerned circles.


e)     Till the policy is finalized, the private operators like RIL having spectrum in all circles will be against intra circle roaming and they will pressurize the Government accordingly.

f)      The trade unions of BSNL and MTNL  are fighting for cancellation of the intra circle 3G roaming agreements and demanding that the spectrum sharing should not be allowed in the new policy.

Private telecom operators understated revenues, not fulfilled rollout obligations


The Telecom department plans to impose penalties on five mobile telephone companies for understating their revenues for the years 2006-07 and 2007-08, for paying lower license fee to the Government.

The DoT estimated that the penalty to be paid by these private telecom operators is—Reliance Communications=Rs 551 crore; Bharti Airteel=Rs 292 crore; Vodafone=Rs 254 crore; Idea Cellular=Rs 113 crore; Tata Teleservices=Rs 273 crore; and Tata Communications=Rs 120 crore.

The telecom services companies have to pay 6 to 10% of their revenue as annual license fee and 2 to 6% of their revenue as spectrum usage charge to the Government. By reporting a lower revenue than what actually they have earned, they paid a lower license fee and spectrum charge to the Government.

The show cause notices to these five private operators will be issued most likely after 13th January 2012. While the private telecom operators earlier stated that their account books were correct and nothing wrong was there, the DoT got the go ahead from the law ministry after sending the draft notices to it.

The DoT is also likely to issue notices soon to Idea Cellular for terminating their services in 6 circles(service areas)—Punjab, Maharashtra, Karnataka, AP, Haryana and  Delhi.

Last year the TRAI recommended cancellation of the licenses of Idea in Karnataka and Punjab circles and the licenses of Spice in Maharashtra, Delhi, Haryana and AP for missing the rollout obligations.  Idea bought Spice in 2008.

World Economic Situation in 2012

For the last 3 years the world economy is facing crisis. It started with the housing loan crisis in USA and spread all over the world. All the rich countries--USA, and European countries like England, France, Italy, Spain, Portugal, Greece, Germany etc faced it. Even the developing countries like India and China etc were not spared. The growth rate decreased in these two countries. Since China is depending on exports to America, the crisis in America reduced its exports and effected its domestic economy. Even though India is not so much linked with the world economy, since it is depending on imports for oil requirements and other strategic raw materials, the dollar prices of oil and raw materials increased steeply and it resulted in problems to the Indian economy. The GDP growth rate is decreasing rapidly in India. In India, 9% development is normal  situation and if it slows down to 6% it will create crisis. It will result in severe decrease in investment and jobs. At present, the  growth rate came down to 6.9%.

By the starting of this year 2012, the assessment is that  the USA some how will  reach a stage where further deterioration in the economy will be  halted, but there is a possibility of another crisis in Europe. Some doubt whether China is having the capacity to come out of the problem of slowing down of its economy. If the crisis in Europe is not so serious and if China is not facing any serious problem, then the growth of the world economy in 2012 will be 2.7%. It is to be noted that the growth rate of world economy was 4.2% in 2010 and 3% in 2011. But in case the crisis in Europe is severe and in case China faces more  problems, then the world growth rate will be severely reduced and will face another crisis. This is the assessment of the consultant IHS Global Insight.

The assessment of some others are more disappointing. As per the Chief Economist of IMF Mr Oliver Blanchard, the growth will freeze in the world in 2012 and the situation will be much worse than the situation in 2008 when the world economy faced a crisis. He suggested reduction of fiscal deficit as a solution. This means the subsidies, concessions given to the working class and common people have to be reduced or withdrawn and the private corporates are to be given more and more concessions. But these steps will lead to further deterioration since the purchasing capacity of the people and the consequent demand in the market will be further reduced. It is to be noted that in the European countries the economic situation has become more worse due to such austerity measures imposed on the people.

But irrespective of the slight increase or no increase or deterioration in the growth rates, the employment level is much below than what was there in 2008 before the crisis. In USA as well as in Europe, the production and employment are below the 2008 level. On the other hand, the growth rate of China and India which are expected to help the world to come out of the recession, is falling down. The exports of China to Europe fell down due to the recession in Europe. When the manufacture in China is reduced, the exports of raw materials to China by other Asian countries decreased, effeecting their economies.

Another problem is being faced by the developing countries due to the globalisation of finance. The investors of America and Europe who want to compensate their losses in America and Europe by selling their shares in the developing countries, are withdrawing their capital in the developing countries like India. It is resulting in the falling down of the value of the currencies of the developing countries. This is the reason for the falling down of the value of our rupee. This resulted in increase in the cost of the oil imported by our country. When the value of the currency falls down, the exports from that country will be cheap and hence will increase. But this benefit is not available now since the economies of the countries to which these exports have to go are themselves in recession. Therefore in our country we are facing a situation where the value of the rupee is falling down, the cost of oil is increasing, the exports are not increasing and the economy is losing balance.

In the coming days, the Governments' debt crisis will increase further in America, Europe and Japan. Especially in Europe, the problem is serious. This already resulted in imposition of severe austerity measures on the people in the most indebted countries in Europe--Greece, ireland, Portugal eetc. But the problem reached to such a situation where the pressure is increasing for imposing similar  austerity measures in the larger economies of Europe-Italy, France and Spain.

The developments in middle-east (Arab countries) are impacting the oil prices. The aggression on Libya by America resulted in increase of the price of raw oil by 25 dollars per barrel. Now America is preparing to attack Iran. If it happens, the oil prices will increase further.

The world economic situation and the consequent economic situation in India in 2012 will thus be more bad when compared to the already bad situation that prevailed in 2011.

3G Battle


The Airtel, Vodafone and Idea came to an agreement called “intra circle roaming agreement” and started providing 3G services in the Circles where they did not secure 3G spectrum, by sharing the 3G spectrum of their partner in the agreement who is having the 3G spectrum in the concerned circle.This means they purchased   3G spectrum   only in some circles, but they are providing 3G services in all circles. This is nothing but cheating the Government   since they should purchase the 3G spectrum for each and every circle where they are providing 3G services. They thus avoided a payment of   more than Rs 20,000 crores to the Government. This is 3G spectrum scam. It is to be noted that the BSNL   was compelled by the Government to purchase the 3G spectrum for all the circles where it has been providing 3G services.

Thus while BSNL paid for all circles where it is providing 3G services, these private operators are providing the 3G services in several circles without paying for the 3G spectrum. The TRAI, DoT and the Law Ministry held these agreements as illegal. DoT wanted to issue notices to these private operators for terminating these illegal agreements. Then these private operators jointly wrote a letter to the Prime Minister Sri Manmohan Singh threatening that in case their agreements are to be cancelled, the Government should refund the amount paid by them for the circles where they purchased the 3G spectrum, along with interest. They also demanded that the capital invested by them on 3G network should be compensated. They met the Prime Minister Sri Manmohan Singh on 30/11/2011 demanding that their 3G intra circle roaming agreements should be allowed.

The Economic Times dated 10/12/2011 reported that the Telecom Department changed its view after the meeting between the Prime Minister and the private Telecom Operators and now plans to allow these 3G roaming agreements of the private operators by collecting some additional amount from them, as a share in their revenue. As per the Economic Times, the additional amount thus to be collected from them as an additional share in their revenue would be Rs 700 crore. The amount the Private Operators have to pay to the Government for purchasing the 3G spectrum in the circles where they are providing 3G services without purchasing 3G spectrum is about Rs 20,000 crores at a time.

Subsequently due to the serious illegality involved , the DoT decided to issued notice to them on 23-12-2011 to terminate these illegal intra circle roaming agreements with in 24 hours. But the private operators Airtel, Vodafone, Idea, Aircel and Tata Teleservices (Aircel and Tata Teleservices also signed the illegal agreement although not yet operated it) filed a case in TD SAT (Telecom Dispute Settlement Authority) on the same day and got stay until 3-1-2012.

The DoT submitted its response on the petition of the private operators on 2-1-2012 and told the TD SAT that the private operators have not come to the TD SAT with clean hands and suppressed the facts. It told that the 3G roaming agreements were against the conditions of the licence and notice inviting applications(NIA) for 3G auctions in 2010.

Now the BSNL also filed a case in TD SAT for impleading in it since it is facing loss due to the 3G roaming agreements of the private operators. Meanwhile the DoT questioned the authority of the TD SAT to entertain the petition of the private operators. It cited a recent judgment of the Supreme Court according to which the TD SAT could not entertain petitions on altering the terms of telecom licences. DoT told TD SAT that it would file a separate application in this regard with in a day. The Private Operators have to reply to it by 9-1-2012 on which date the TD SAT hears the case again. TD SAT told that the issue of impleading by BSNL will be decided after deciding the issue of jurisdiction of TD SAT to entertain the petition of the private operators. It is also to be noted that the JAC of BSNL unions went on one day strike on 15-12-2011 on BSNL survival related issues in which one of the demand was to cancel the illegal intra circle roaming agreements of the private operators.

If the outcome of the case in the TD SAT is against the private operators, their intracircle roaqming agreements have to be cancelled. Even then, what about the period during which they have operated as per these agreements? But the Government is going in the direction of making these illegal agreements as legal in future, by bringing a new telecom policy allowing sharing of the spectrum.

If such a policy comes into effect, these private operators who paid less for the 3G spectrum will be allowed to provide 3G services throughout the country by sharing the spectrum. On the other hand, the BSNL, which already paid for the 3G spectrum for all the circles will be put to loss. Therefore the present legal battle going on between DoT/BSNL on one side and the private operators on the other side is for the present period only and the DoT and Government is going to bless the private operators by allowing spectrum sharing in the new telecom policy to be finalized and announced in a few months.

Such sharing/trading of spectrum is nothing but allowing the precious spectrum to be hoarded and traded by the private operators and it is against the expansion of the telecom services. Instead, the spectrum should be distributed by the Goveernment as per requirement to the telecom companies by utilising latest technologies like CRT(Cognizant Radio Technology) at market rate and it should be allotted to BSNL and MTNL(PSUs) freely in view of the enormous social obligations being carried out by them.

The battle for the spectrum(2G/3G/4G) should be carried forward by the telecom trade unions of PSUs(BSNL/MTNL) so that it is allotted freely to the PSUs and at market rate to private operators without allowing sharing and trading in spectrum.

Some Financial Data On Indian Telecom Sector


The capital employed in the Indian telecom sector was Rs 2,86,837 crore  in the year 2009-10 and Rs 3,37,683 crore  in  2010-11.

The gross revenue on the telecom services in the Indian telecom sector was Rs 1,57,985 crore in 2009-10 and Rs 1,71,719 crore in 2010-11.

While the share of the private telecom operators in the gross revenue increased from 75.18% in 2009-10 to 79.63% in 2010-11, the share of the private operators decreased  from 24.82% in 2009-10 to 20.37% in 2010-11.
The total number of cell towers is more than 3,50,000 and the investment on these towers is about Rs 1,00,000 crore.

Indian Telecom Sector in The Year 2012


The National Telecom Policy 2011(now it has to be 2012 since delayed) is expected to be finalized and announced by the Government in the second half of 2012. This policy is expected to clarify certain issues based on which  the private telecom operators will decide their strategy. Hence much of their activity for expansion etc will be in the second half of this year. Till then they will consolidate what they have and will make only incremental moves.

The private telecom operators are expecting  clarity on the following in the new policy—whether  be  One India License instead of the present system of taking 22 license for each of the 22 circles separately will be introduced, how the migration from the existing to the new system of licence has to take place, what will be license fee and spectrum fee in the new policy, how the licenses expired will be renewed and on the basis of what terms and conditions, the terms and conditions of  the spectrum sharing and sharing in the prposed new policy, whether the new policy will go in the direction of encouraging the banks to come forward to provide low interest rate lending to them, how mergers and acquisitions will be allowed in the new policy, what will be the provision in the new policy for procuring the equipment etc.

In the first half of the year 2012 the private telecom operators will lobby and pressurize the Government to make the policy suitable for increasing their profits. While doing this, there will be some clash between them –between old operators and new operators and between CDMA operators and GSM operators. But overall they will combine and pressurize the Government to bring the policy suitable for them.

Meanwhile, in view of the debts they have incurred for procuring 3G spectrum and in view of the fall in the revenue, the private operators will increase the call rates. But there will be no increase in the service quality since there will be no considerable additional investment in the first half of this year. They will be mostly concentrating on 3G services in metropolitan areas and on revenue generating customers and will be discontinuing the “use less” customers.  But as per the experts, it will take another two years to make the consumers ready for the 3G services in a large scale.  The new entrant operators, who failed to grow, will continue to lie low, awaiting potential acquirers and thus leaving more business opportunities in the hands of the established players. The acquisition of small players by large players will take place after the new telecom policy clarifying the issues like how much the spectrum of the acquired company will be allowed to be utilised by the company that acquired it etc.

The intra circle roaming agreements signed between Airtel, Vodafone and Idea for providing the 3G services in the circles where they do not have 3G spectrum, by sharing the 3G spectrum of the partner in the agreement having the spectrum in the concerned circle was sought to be cancelled by the DoT, but these operators petitioned the TD SAT and got a stay. But it will come up for hearing on 3-1-2012. But this is about the present period only and in the new telecom policy the Government is moving towards allowing spectrum sharing, thus making the illegal act of spectrum sharing official and legal.

The Reliance Industries (Not Reliance Communications, which is another company), which is the only company among private operaters having pan India BWA (Broadband Wireless Access) spectrum is likely to start providing the BWA data services by the end of 2012.

While the private operators are thus pressurizing the Governement to make the new policy more and more favourable for them (the meaning implied in this is to make it more and more negative towards PSUs like BSNL, MTNL, ITI etc), while the Prime Minister and the Communication Minister and the DoT are already favourable to the private operators and meeting with them and discussing with them as many times as possible to listen to their demands, the PSUs BSNL, MTNL and ITI etc have no such leverage with the Government to place and discuss their demands effectively. The managements of BSNL/MTNL/ITI etc are at best able to write letters to the Government to detail their issues, but they cannot demand like the private operators. The only force capable of championoing the demands for suitable policy encouraging the BSNL/MTNL/ITI etc is the employees of these PSUs. These PSUs are facing losses due to the anti-PSU and pro-private policies of the Government. In case the PSUs are not there in the telecom sector, there will be no body to provide seervices in the loss making areas and the national security in the communications will be much more threatened and there will be no scope for self reliance in telecom secom sector development.

Hence it is essential for the trade unions of all the PSUs in telecom sector to unite and pressurize the Government for bringing provisions favourable to the PSUs in the new telecom policy. The trade unions in other seectors and the left parties and progressive forces will be along with the telecom trade unions in this struggle. Thereefore in the first half of 2012, it is the task of the trade unions in the PSUs of the telecom sector to pressurize the Government for a policy favourable for the PSUs. The strike on 15-12-2011 in BSNL is a step in this direction. But it has to be carried forward by lobbying with the MPs of all parties to pressurize the Government for strengthening the PSUs, and by participating in the general strike on 28-2-2011 against the anti-people, anti-PSU policies of the Government and by extending better services to the people.
